5. Justificativa
A elaboração do Inventário e do Relatório de Emissão de Gases do Efeito Estufa
permitirá a identificação e a quantificação das emissões diretas e indiretas dos
gases causadores de efeito estufa provenientes do funcionamento deste Egrégio
Tribunal.
Com base nas referidas informações será possível fundamentar a tomada de
decisão para a melhoria contínua da prestação de serviços de forma compatível com
a redução das emissões de gases poluentes, a partir das ações que irão compor o
Plano de Compensação Ambiental.
Este Projeto está alinhado com o Art. 24. da Resolução CNJ Nº 400, de 16 de junho
de 2021, que dispõe sobre a política de sustentabilidade no âmbito do Poder
Judiciário, parcialmente transcrito a seguir:
“Art. 24. Os órgãos do Poder Judiciário devem implementar plano de
compensação ambiental até o ano 2030 (Agenda 2030 – ONU), a fim
de reduzir, permanentemente, a emissão de gases de efeito estufa,
resultante de seu funcionamento. ”

Neste sentido, este projeto integra um conjunto de ações voltadas ao cumprimento
do pacto pela implementação dos Objetivos do Desenvolvimento Sustentável da
Agenda 2030 no Poder Judiciário, realizado entre o Conselho Nacional de Justiça e
a Organização das Nações Unidas.
Para a elaboração do Inventário e do Relatório será utilizada a Norma ABNT NBR
ISO 14064 (que padroniza a especificação e orientação a organizações para
quantificação e elaboração de relatórios de emissões e remoções de gases de efeito
estufa) e a ferramenta “GHG Protocol versão 2023.0.1, disponibilizada diretamente
pelo Programa Brasileiro de GHG Protocol. O referido programa foi criado em 2008
e é responsável pela adaptação do método GHG Protocol ao contexto brasileiro e
desenvolvimento de ferramentas de cálculo para estimativas de emissões de gases
do efeito estufa (GEE). GHG Protocol é uma ferramenta de contabilidade
internacional que permite compreender, quantificar, e gerenciar os gases de efeito
estufa.
Para elaboração do Plano de Compensação Ambiental serão observados os critérios
da Science Based Targets (SBTi) previstos no Movimento Ambição Net Zero do
Pacto Global da ONU.
Para este ciclo serão inventariadas as emissões completas dos escopos 1 e 2. As
emissões de escopo 3 serão analisadas no planejamento para o próximo ciclo.
