“ACESSIBILIDADE E INCLUSÃO”

desenvolvida por meio de transformações nos ambientes, nos procedimentos técnicos e na mentalidade da
população, inclusive da própria pessoa com deficiência. A acessibilidade está relacionada ao fornecimento
de condições para utilização, com segurança e autonomia, total ou assistida, dos espaços, mobiliários e
equipamentos urbanos, das edificações, dos serviços de transporte e dos dispositivos, sistemas e meios de
comunicação e informação. A reabilitação é um processo orientado para a recuperação física e psicológica
da pessoa com deficiência, tendo em vista a sua reintegração social. Está associada a um conceito mais
amplo de saúde, incorporando o bem-estar físico, psíquico e social.
O projeto se justifica pela necessidade de ampliar, no âmbito do TRT13, as ações de acessibilidade e
inclusão de pessoas com deficiência, que é uma questão social e ética, e requer permanente atenção. A
falta de acessibilidade e inclusão em vários ambientes representa uma barreira significativa para o
desenvolvimento e integração das pessoas, limitando-lhes a participação em atividades sociais e
econômicas. A implementação deste projeto contribuirá para a redução dessas barreiras, propiciando uma
sociedade mais inclusiva.
Até poucas décadas atrás, as pessoas com qualquer tipo de deficiência eram segregadas de algum modo:
encaminhadas para colônias, asilos e, mais tarde, para clínicas especiais. Esses lugares, no entanto,
sempre foram mais parecidos com prisões do que com casas de saúde ou de tratamento. Em pleno século
XX (década de 1960) pessoas com deficiências eram chamadas de “inválidas”, “defeituosas”, “incapazes”
ou “incapacitadas”, termos usados em leis e decretos da época. A partir de certo momento, imperou o
politicamente correto, e então elas foram definidas com eufemismos: “pessoas excepcionais”, “com
necessidades especiais”, “portadoras de deficiência”, portadoras de necessidades especiais” (MATARAZZO,
2009).
A inclusão social pressupõe que todo ser humano tenha direito à educação, saúde, cultura, lazer, trabalho,
assistência social, além do acesso à informação, comunicação, meios de transporte e locais de convivência,
incluindo órgãos públicos. Para as pessoas com deficiência, a palavra inclusão tem o significado de
possibilitar-lhes iguais oportunidades de cuidados, não apenas um tratamento convencional, mas um
tratamento e atenção diferenciadas (HADDAD, 2007).
A Organização Mundial de Saúde (OMS) estima que a prevalência das deficiências seja de uma pessoa a
cada dez, e afirma que desse total de deficientes, mais de dois terços não recebem nenhum tipo de
assistência (FERREIRA et al., 2012).
A importância do projeto é proporcionar à pessoa com deficiência maior independência, qualidade de vida e
inclusão social, por meio da ampliação, na instituição, da acessibilidade e inclusão de pessoas com
deficiência, de forma a proporcionar oportunidades iguais para todos. O projeto centrar-se-á na concepção,
desenvolvimento e implementação de iniciativas que melhorem a qualidade de vida deste público-alvo.
